Since the beginning of 2017, Blanco has held the position of Executive Secretary of the Latin American Energy Organization, a position elected by the Meeting of Energy Ministers of Latin America and the Caribbean for the period 2017-2020 and reelected in Lima, Peru in November 2019 for the period 2020-2023. Blanco holds a degree in Mechanical Industrial Engineering from Universidad de la República de Uruguay, a Certificate in Public Policy from Harvard Kennedy School, a Master in Business Administration from Universidad ORT and a Diploma in Economics from Universidad de la República Oriental del Uruguay. He has more than 20 years of experience as an energy specialist in Latin America with emphasis on regulatory issues, energy and climate policy and diplomacy. Prior to his current position at OLADE he was a Consultant for the World Bank, Inter-American Development Bank, CAF Development Bank of Latin America and United Nations and held senior positions within the government of Uruguay leading various components of Uruguay's major energy transformation.
